Customs

From 1 July 2021, an import customs declaration must be submitted for all shipments received in European Union (EU) member states from countries outside the EU, and value added tax must be paid on the goods.

For shipments valued over €150, or containing excise goods or items subject to restrictions, customs clearance requires authorisation. When starting the customs process in the app, you can choose the authorisation method:

  • Sign the authorisation using Smart-ID
  • Complete and sign the authorisation form electronically or by hand and upload it to the app as a document.

Small, simple shipments will arrive in your letterbox, while for larger items you’ll receive an SMS. If you’ve signed up for SMS notifications and selected your preferred parcel locker, we may deliver it there.

For storing a shipment (over 500 g) for more than 10 days at a customer centre or post office, a fee of €1 per day applies. This includes weekends and public holidays. 

IOSS shipments

When buying goods from online shops outside the European Union (EU), VAT can often be paid at the time of purchase if the seller is registered under the EU’s special IOSS scheme.

In this case, VAT is calculated at the Latvian rate and paid immediately. We submit the customs declaration for you, so you receive your shipment already cleared. IOSS applies to shipments up to €150 and does not cover excise goods.

If the seller has provided an invalid or incorrect IOSS number, the shipment must be cleared as a standard import — you will need to submit the declaration yourself and pay VAT.

Shop online outside the EU for up to €150.

VAT will be shown at checkout and included in the item’s price.

Once you’ve paid for the item, there will be nothing more to pay on delivery.

Customs clearance for gifts

Remember that gifts sent from countries outside the EU must be declared to customs by submitting an import customs declaration, regardless of the value of the items in the shipment.

A gift is considered to be:

  • A shipment sent by a private individual from outside the EU to another private individual in an EU country, which is not a purchase but a simple personal exchange.
  • A shipment containing goods intended only for the recipient’s or their family’s personal use, with type and quantity indicating they are not for resale.

Detailed information about shipment contents

To ensure your gift reaches its destination without delays, the sender must specify exactly what is in the shipment — the name, weight, and value of each item. Descriptions like “gift” or “souvenir” are not enough, as they don’t provide clear details about the contents.

Clarifying information

If the shipment information is incomplete, we’ll ask you to clarify it. Only the sender can confirm the type of shipment and its contents. A customs declaration must include a statement from the sender confirming the shipment is a gift and specifying exactly what is inside.

Tax refund

If you’ve cleared a shipment through customs but want to return it to the sender, you can reclaim the taxes you paid.

If you completed the customs clearance yourself via the VID EDS system, submit a post-clearance application for the import customs declaration to VID.

Customs clearance for goods from Russia and Belarus

In line with European Union sanctions, we have stopped clearing shipments containing goods from Russia and Belarus. This applies to goods originating in these countries as well as shipments destined for Russia or Belarus.

According to EU rules, it is prohibited to sell, supply or export a wide range of consumer goods directly or indirectly to these countries. This list is regularly updated, and the ban applies to everyone — both businesses and private individuals.

As before, customers remain responsible for complying with these sanctions. If a shipment meets the rules, it can be cleared individually using the State Revenue Service (VID) EDS system.
