Customs

From the 1st of July 2021 in Latvia, as in all European Union (EU) Member States, an import customs declaration must be submitted for all shipments received from countries outside the EU, and value added tax on the goods must be paid.

Shipments with a value of more than 150 € or containing excise goods or goods subject to restrictions require power of attorney for customs clearance. 

The power of attorney can be signed either:

  • with the Smart-ID qualified signature in the app or 
  • filled out and signed electronically or written by hand and added in the app as a document

Receive your shipment

Small simple shipments will be delivered to your mailbox, for bigger shipments - wait until you receive invitation ( SMS or printed form) to collect them at the post office/customer centre. If you have applied for SMS notifications and the preferred parcel locker, we might deliver your shimpent to it.

For shipments exceeding 500 g storage fee applies. It is applied if shipment is stored at the post office/ customer centre for more than ten days. Storage fee is EUR 1 per day per postal item. Holidays and public holidays are also counted. .

Storage fee is not applied to shipments up to 500 g. 

IOSS shipments

When purchasing goods in Internet shops and platforms registered in countries outside the European Union (EU), value added tax (VAT) may be paid already at the moment of purchase, if the seller has registered with the EU special sales regime -  IOSS.

IOSS simplifies the execution of VAT obligations: the purchase shall be subject to the VAT rate of the country of destination, the calculated VAT shall be paid at the time of purchase, the import customs declaration shall be lodged by the postal operator and the purchaser shall receive the shipment already cleared. IOSS regime may be applied for where the total value of the goods does not exceed EUR 150 and they are not excise goods.

Upon receipt of IOSS mode shipments, we will submit import customs declaration for shipment, indicating the IOSS number included in the electronic data of the shipment. The State Revenue Service will perform an inspection of the IOSS number. In cases where it has been incorrectly indicated or invalidated by the seller, the shipment must be cleared by the receiver as any customs-cleared postal item: a customs import declaration must be lodged and VAT paid.

 

Shop online outside the EU for up to €150.

At the time of purchase, the VAT included in the price of the item will be shown.

When you pay for goods, you will no longer have to pay anything at the time you receive your shipment.

Receive your shipment as usual: at the post office/customer centre, in the parcel locker or in your mailbox.

Refund of duties

If you have cleared customs for a shipment but wish to return it to the sender, you can reclaim the paid duties.

Clearance of gifts

Remember that the gifts sent from counties outside the European Union should be declared at the customs by submitting an import customs declaration regardless of the value of the goods in the shipment.

A non-commercial item, a gift, shall be deemed to be:

  • the shipment, which is sent by a natural person from a country, which is not a member state of the European Union, to other natural person in a member state of the European Union, and this has not been a transaction (purchase) between these two persons;

  • the shipment that contains goods solely for personal use of the recipient or his/her family members, and their properties and amount do not evidence of commercial intent.

Content details

It is important that the sender of the gift has specified the details of the contents of the shipment- the name, weight and value of each item. Only the name, gift or souvenir, is not considered a detailed description as it does not provide information on the contents of the shipment.

Clarification of information

If the information on the shipment is incomplete, further information will be requested. The nature of the shipment — the gift — and its contents can only be certified by the sender of the consignment. The customs declaration must, in this case, be accompanied by an e-mail in which the sender certifies that the postal item contains a gift as well as indicates its contents.

Customs clearance of goods originating from Russia and Belarus

In order to ensure compliance with the European Union regulations on restrictive measures in response to the Russian invasion of Ukraine and to prevent the circulation of goods subject to sanctions in postal items, we have completely discontinued the clearance service for goods and items originating in Russia and Belarus.

According to the EU sanctions, any person, entity or body shall be prohibited from selling, supplying, transferring or exporting, directly or indirectly, a number of consumer goods, the list of which is updated on regular basis. The ban applies to both companies and individuals. Latvijas Pasts has therefore completely discontinued its customs clearance service for goods and shipments originating in Russia and Belarus.

As before, customers remain responsible for their own compliance with EU sanctions - and authorised goods and shipments can be cleared individually through the State Revenue Service's EDS system.
