Security best practices

Don't let anyone, even loved ones, use your card.

Only the person whose name is on the card may use the card.

Protect your data

Don't share your user name and password with anyone. Personal information, card details, PIN code or security code should also not be disclosed.

Do not store the card with the PIN code.

To protect your money, never keep your payment card and its PIN code together, such as in your wallet or bag. Only you should know the PIN code.

Watch out for fraudsters

Never share information such as PINs, passwords or codes over the phone or online. Do not enter this data via links sent in text messages or emails.

Change card settings in a way that suits you

If you want to adjust your card settings, you can do this at the post office by filling in the Change Request form, or in the Latvijas Pasts Pay app.

Two-step verification

To enhance the protection of customer data against misuse, from 11 September this year, two-factor authentication will be introduced in the Latvijas Pasts Pay mobile app. This means that to use the Latvijas Pasts Pay app in future, you will need to provide both an active email address and a phone number.

New customers

  • When you first sign in after downloading the Latvijas Pasts Pay app, you’ll need to verify your phone number.
  • An SMS with a verification code will be sent to the phone number you entered in the app — you’ll need to enter this code in the app.
  • After verifying your phone number, you’ll need to provide your email address.
  • Once you enter and confirm your email, you’ll receive a message with a second verification code, which you’ll also need to enter in the app.

After completing these two authentication steps, you’ll be asked to set up your own four-digit access code for future use of the mobile app

Existing customers

  • From 11 September, when signing in again to the Latvijas Pasts Pay app, you’ll need to verify your phone number.
  • An SMS with a verification code will be sent to the phone number you entered in the app — you’ll need to enter this code in the app.
  • After verifying your phone number, you’ll need to enter your existing four-digit access code.

Applying for and receiving a payment card

Any citizen of the Republic of Latvia can apply for a payment card — as long as they have a working mobile phone, to which an SMS will be sent with the PIN code and registered 3D password information.

How to apply for a payment card?

  1. If you don’t have a Postal Settlement System account:
    Complete the application to open a Postal Settlement System account and apply for a payment card at pasts.lv, then follow the instructions or visit your nearest post office.

Is it possible to fill in the payment card forms remotely?

On the self-service site manspasts.lv, you can fill in the required forms and then submit and sign them at any post office that’s convenient for you.

What documents are needed to apply for a payment card?

To apply for a payment card, you’ll need a form of identification — either a passport or an ID card.

Is payment card creation a paid service?

Payment card creation is a paid service in accordance with the tariffs set by Latvijas Pasts.

How long does it take to produce a payment card?

The payment card is produced within 10 working days.

Where can I collect the new payment card?

You can collect the new payment card at the address specified in the application for card issuance to a private individual.

What is the validity period of the payment card?

The payment card is valid for three years from the date of issue. It remains valid up to and including the last day of the month shown on the card (mm/yy).

How is the monthly fee calculated if the payment card is used for only part of the month?

The fee is calculated for the days the payment card is active, using a set formula.

Example:
If the monthly card fee is €2.49 and the month has 30 days (for example, November), €2.49 is divided by 30, giving a daily rate of €0.083. This is rounded to €0.08 per day.

For cards active for seven days, the fee would be calculated as €0.083 x 7 = €0.581, rounded to €0.58.

How many payment cards can be linked to one account?

One account can have one primary card and up to nine additional cards.

What is an additional card?

An additional card is a card issued by Latvijas Pasts under the contract, for another person specified in the client’s application for an additional card. The same contract terms apply to the additional card as to the primary card.

Does the user of an additional card need to visit the post office to apply?

The user of the additional card must visit the post office together with the primary payment card holder for in-person identification, to sign the application for the additional card, and to pay the applicable fee as set by Latvijas Pasts.

What is a virtual payment card?

A virtual payment card is designed for online payments only and exists solely in digital form. The client receives the card number and expiry date, but it is not issued in plastic form. This card can be applied for and received in the Latvijas Pasts Pay mobile app.

You must activate the payment card within three months of receiving it.

You can activate the payment card at the post office by completing the confirmation of receipt and presenting proof of identity.

How long does it take to activate the payment card if done at a post office?

The expected activation time is 24 hours, excluding Saturdays, Sundays and public holidays. Once the card is activated, the client will receive an SMS with the PIN code.

How to activate the payment card in the mobile app?

In the “My Cards” section of the Latvijas Pasts Pay mobile app, an “Activate” button will appear next to the card. Pressing this button activates the card and displays the card’s PIN code. Where can I see my payment card PIN code?

If you use the Latvijas Pasts Pay mobile app, after card activation go to

“My Cards” -> PIN -> “Remind PIN”

When you press this, the PIN code will appear on the screen for five seconds.

If the card is activated at a post office, you will receive an SMS with the PIN code within 24 hours.

What should I do if I forget my PIN code?

You can view the PIN code in the Latvijas Pasts Pay mobile app under 

“My Cards” -> PIN -> “Remind PIN”.

Alternatively, visit any post office and fill in a change request form, selecting the service: resend PIN code. This service is subject to a fee according to Latvijas Pasts tariffs.

What is the PIN code for a renewed payment card?

The PIN code for a renewed payment card remains the same as before. If you want to change it, you can do so in the “My Cards” section of the Latvijas Pasts Pay mobile app. Select

“Change or remind PIN” -> “Change PIN” 

and create a new PIN code. To activate the new PIN, insert the card in an ATM and perform any action using the new PIN (e.g. check balance or withdraw cash).

Is the payment card blocked if the PIN code is entered incorrectly multiple times?

If the PIN code is entered incorrectly three times, the payment card will be blocked. If the card chip is blocked due to incorrect PIN entries, the cardholder can still use the card for online purchases and contactless payments. The payment card can be unblocked by entering the correct PIN code at an ATM or by ordering a new card with a new PIN code.

What should I do if my payment card is stolen, lost, or left in an ATM?

You can block or freeze your payment card in the Latvijas Pasts Pay mobile app, by calling the Latvijas Pasts Customer Centre, or by visiting any post office and completing a card change request.

In such cases, please contact the Customer Centre or visit your nearest post office to have card operations disabled.

What should I do if the cardholder’s name has changed?

If the payment cardholder’s name has changed, visit any post office with proof of identity and complete a card change request. A new payment card will be produced based on this request.

What should I do if my payment card is damaged?

If the payment card is damaged and can no longer be used for payments, visit any post office to request a new card.

You can also order a new card in the Latvijas Pasts Pay mobile app under “My Cards” by tapping “+” in the top right corner and deactivating the damaged card.

The fee for replacing a payment card is the same as the fee for producing a new card.

What should I do if I suspect fraudulent activity with my payment card?

If you suspect fraud with your payment card, you must immediately block or freeze it by calling the Latvijas Pasts Customer Centre, using the Latvijas Pasts Pay mobile app, or visiting any post office to complete a change request and order a new card.

Do I need to apply for a new payment card when the expiry date is approaching?

The payment card security code is a three-digit number found on the back of the card, labelled Security code. It’s used when making online purchases.

You can use your payment card for online purchases if it is registered for secure online transactions (Visa Secure).

Are online payments safe?

Online purchases are safe because they support the 3-D Secure system created by VISA to verify the buyer’s identity when shopping online.

How can I sign up for online purchases if I haven’t done so before?

What are examples of incorrect purchases and errors?

What should you do in these cases?
