Anonymous reporting

The Latvian Postal Service “Regulations regarding internal alarm raising and procedures for anonymous notification” prescribes the procedures by which employees and co-operation partners of an undertaking may raise an alarm regarding detected potential violations, evaluation and examination of such reports and protection of whistleblowers against adverse consequences.

Any person may submit a report containing information regarding the alleged violation, which may harm the interests of the Latvian public, and if the person considers the information to be provided to be true and the information has been obtained by performing work duties or establishing legal relations with the Latvian Post.

The Latvian Post provides two possibilities to report a possible violation – as a whistleblower and anonymously.

If a whistleblower has raised an alarm in accordance with the procedures specified in the “whistleblowing Law”, the Latvian Post shall guarantee the protection of the whistleblower, his or her relatives and related persons. All received reports regarding a possible violation or suspicion of such violation shall be taken into account and examined as necessary in accordance with the procedures specified by the Latvian Post.

Whistleblower message

in order for a whistleblower's message to have legal validity, it must be signed by e-signature or by hand. In the whistleblower's report, you must indicate that it is a “whistleblower's report” or fill in a “whistleblower's report form,” indicate your name, contact details and attach evidence documentation, if any.

A whistleblower message signed with an e-signature must be sent to an e-mail address in trauksme@pasts.lv. A self-signed whistleblower's report must be sent to the VAS   Latvijas pasta, Ziemelu Street 10, Riga Airport, Marupes Parish, Marupes County, LV-1000, indicating on the envelope that it is a whistleblower's report.

Examination of a whistleblower's

  • Report upon receipt of a whistleblower's Report, the responsible person of the Latvian Post shall send a confirmation of receipt of the Report to You not later than within seven days (unless you indicated in paragraph 5 of the message that you do not wish to receive confirmation).
  • Within three days of the decision to recognise your application as a whistleblower's report, you will be sent a reply to the decision taken. The information will be sent to your contact information.
  • If necessary, the person responsible for the Latvian Post will contact you for additional information.
  • If your application is recognised as a whistleblower's report, the Latvian Post will inform you of the progress of its examination within two months from the day when your application is recognised as a whistleblower's report, as well as inform you of the facts detected and the decision taken or actions taken after the examination of the whistleblower's report has been completed.

Anonymous reporting

If you do not wish to disclose your identity, you may use the anonymous reporting channel. the   should take into account that the nature of this reporting does not allow you to obtain the protection guarantees specified in the “whistleblowing Act”, as they are intended only for identifiable whistleblowers, as well as prevent the person responsible for the Latvian Post from contacting you to clarify the circumstances or provide information regarding the progress and outcome of the examination of the situation.
