Applications on International Postal Items

You can change the initial conditions of delivery and receipt of a postal item by drawing up a relevant application on system Mans Pasts, at a post office submitting a relevant application or by drawing up the electronic application and making a non-cash payment. Please see additional information here.

Companies that have an agreement concluded with “Latvijas Pasts” are offered to include the fee for applications in their monthly fee. Send a filled-in application along with the necessary additional documents to the Service Sales Department of “Latvijas Pasts” at Ziemelu Street 10, Riga International Airport, Marupe District, LV-1000 or to e-mail uznemumiem@pasts.lv, according to the laws and regulations on the preparation of electronic documents.

 

Changing the Address of a Postal Item

Changing or specifying the addressee’s address for a registered international postal item.

In accordance with the Postal Law and the Universal Postal Convention, the sender shall be responsible for specifying the address on a postal item.

The service is ensured for international postal items to be mailed, if the addressee’s state of residence provides such a service (see here for the list of countries that do not provide such a service).

The service can be applied for by the sender, in case they establish, for example, that a wrong address or part thereof has been specified on the postal item (for example, wrong apartment or house number, wrong country etc.).

If you are the addressee - you have to contact the sender, and they shall contact “Latvijas Pasts” with an application for changing the address of the postal item.

If you are the sender - you can apply for the service at any post office by submitting a completed application and presenting the original check or receipt of the postage (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).

The application must include the following information:

  • The reason for drawing up the application (changing the address)
  • The sender and their address (legible, without abbreviations, as well as the phone number and e-mail)
  • The addressee and their address (legible, without abbreviations, addressee’s data shall be specified in the language of country of delivery or in French/English, as well as the phone number and e-mail)
  • Date of dispatch of the item and the name of the facility of provision of postal services (post office) receiving the item
  • The number of the postal item
  • Additional services (for example, Advice of delivery, “Delivery to the Addressee in Person!”, and other additional services)
  • Insurance amount (in case of an insured item)
  • COD amount (in case of a COD item)
  • Value of the item (specified in the declaration)
  • The new address, to which the item shall be sent, shall be indicated in section “Other information”
  • Section “A copy of a check/receipt is attached to the application” shall be filled in (check “Yes” or “No”);
  • Section “A copy of an additional form is attached to the application (for example, CP 71, CP 72, CN 23, E1, EPG etc.)” shall be filled in; check “Yes” or “No”
  • Description of contents of the item
  • Packing of the item
  • A duplicate of a check/receipt, if a copy of the check/receipt is not attached
  • Date of submitting the application

Changing the Addressee of a Postal Item

Changing the addressee of a single registered international postal item.

In accordance with the Postal Law and the Universal Postal Convention, the sender shall be responsible for specifying the address on a postal item.

The service is ensured, if the addressee’s state of residence provides such a service (see here for the list of countries that do not provide such a service).

If you are the addressee - you have to contact the sender, and they shall contact “Latvijas Pasts” with an application for changing the addressee.

If you are the sender - you can apply for the service at any post office by submitting a completed application and presenting the original check or receipt of the postage (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).

The application for changing the addressee must include the following information:

  • The reason for drawing up the application (changing the addressee)
  • The sender and their address (legible, without abbreviations, as well as the phone number and e-mail)
  • The addressee and their address (legible, without abbreviations, addressee’s data shall be specified in the language of country of delivery or in French/English, as well as the phone number and e-mail)
  • Date of dispatch of the item and the name of the facility of provision of postal services (post office) receiving the item
  • The number of the postal item
  • Additional services (for example, Advice of delivery, “Delivery to the Addressee in Person!”, and other additional services)
  • Insurance amount (in case of an insured item)
  • COD amount (in case of a COD item)
  • Value of the item (specified in the declaration)
  • Section “Other information” shall indicate the full name or title (in case of a legal entity) of the new addressee
  • Section “A copy of a check/receipt is attached to the application” shall be filled in (check “Yes” or “No”)
  • Section “A copy of an additional form is attached to the application (for example, CP 71, CP 72, CN 23, E1, EPG etc.)” shall be filled in; check “Yes” or “No”
  • Description of contents of the item
  • Packing of the item
  • A duplicate of a check/receipt, if a copy of the check/receipt is not attached

Advice of Delivery (Advice)

The sender may start searching for a registered international postal item that they have mailed no later that within six months after submitting the postal item for postage*.

 Prior to start searching for a postal item, we ask you to check the status of the item or call the info line for customers of “Latvijas Pasts” – 27008001, 67008001.

If you are the addressee - you have to contact the sender, and they shall contact “Latvijas Pasts” with an application for searching for a postal item.

If you are the sender - you can apply for the service at any post office by submitting a completed application and presenting the original check or receipt of the postage (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).   

The application must include the following information:

  • The reason for drawing up the application (for example, lost, damaged contents, lack of contents)
  • The sender and their address (legible, without abbreviations, as well as the phone number and e-mail)
  • The addressee and their address (legible, without abbreviations, addressee’s data shall be specified in the language of country of delivery or in French/English, as well as the phone number and e-mail)
  • Date of dispatch of the item and the name of the facility of provision of postal services (post office) receiving the item
  • The number of the postal item
  • Additional services (for example, Advice of delivery, “Delivery to the Addressee in Person!”, and other additional services)
  • Insurance amount (in case of an insured item)
  • COD amount (in case of a COD item)
  • Value of the item (specified in the declaration)
  • Section “Other information” shall indicate additional information, if any (for example, account number, to which money shall be transferred in case of a lost postal item)
  • Section “A copy of a check/receipt is attached to the application” shall be filled in (check “Yes” or “No”)
  • Section “A copy of an additional form is attached to the application (for example, CP 71, CP 72, CN 23, E1, EPG etc.)” shall be filled in; check “Yes” or “No”
  • The sender’s preferable action in case of finding the item (for example, to deliver it to the addressee or send it back to the sender), if necessary
  • Description of contents of the item
  • Packing of the item
  • A duplicate of a check/receipt, if a copy of the check/receipt is not attached
  • Date of submitting the application

If a postal item has not been delivered within a month of its delivery to Latvijas Pasts, no commission is applied.

*Taking into account the fact that the storage term of postal items at the post office of delivery is one month, it is not useful to submit the application sooner than within a month after mailing the item.

Cancellation (Returning) of a Postal Item

The sender is entitled to receive back the postal item they have mailed. The service can be provided, if the item has not been delivered to the addressee yet.

The service is ensured for international postal items mailed, if the addressee’s state of residence provides such a service (see here for the list of countries that do not provide such a service).

If you are the addressee - you have to contact the sender, and they shall contact “Latvijas Pasts” with an application for cancellation of the postal item.

If you are the sender - you can apply for the service at any post office by submitting a completed application and presenting the original check or receipt of the postage (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).     

The application must include the following information:

  • The reason for drawing up the application (cancellation of the postal item)
  • The sender and their address (legible, without abbreviations, as well as the phone number and e-mail)
  • The addressee and their address (legible, without abbreviations, addressee’s data shall be specified in the language of country of delivery or in French/English, as well as the phone number and e-mail)
  • Date of dispatch of the item and the name of the facility of provision of postal services (post office) receiving the item
  • The number of the postal item
  • Additional services (for example, Advice of delivery, “Delivery to the Addressee in Person!”, and other additional services)
  • Insurance amount (in case of an insured item)
  • COD amount (in case of a COD item)
  • Value of the item (specified in the declaration);
  • Section “Other information” shall indicate additional information, if any

Cancellation (Returning) of a Postal Item 3.53+actual costs per each postal 

To speed up the processing of the application, the sender can pay for the fax service at the post office when submitting the application.

The sender shall cover additional actual costs related to transporting the postal item. “Latvijas Pasts” does not pay back the initially charged return fee, if the sender has paid for the postal item with postage stamps.

“Latvijas Pasts” pays back the initially charged return fee, if the item has not been mailed yet and is located in the post office of dispatch, and has not been transferred to the next postal processing facility.

Changing the Address of a Postal Item

Changing or specifying the addressee’s address for an international registered postal item received.

If you are the sender - you can apply for the service contacting the postal operator of the country of dispatch.  

If you are the addressee and you know the tracking number, you can apply for the service at any post office by submitting a completed application (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).

The application must include the following information:

  • The number of the postal item
  • Sender
  • Title of the legal entity (the addressee) and contact information (contact phone number and e-mail)
  • The initially indicated address, to which the item is addressed
  • The new address, to which the item shall be sent

The application is reviewed no later than within three business days.

Changing the Addressee of a Postal Item

Changing the data (name, surname) of the addressee of a single registered international postal item received.

In accordance with the Postal Law and the Universal Postal Convention, the sender shall be responsible for specifying the address on a postal item.

Postal items, for which the data is not specified within a month from the day of receipt of the postal item at the post office, are returned to the sender.

If the sender of an international postal item is an individual / a legal entity:

The addressee has 2 possibilities to receive the postal item:

  • The addressee shall contact the sender, who shall then contact the postal operator of the country of dispatch and specify the addressee’s data of the postal item according to the procedure laid down in the Universal Postal Convention.
  • The addressee shall contact the sender and ask him to send on Latvijas Pasts e-post address info@pasts.lv the scanned application in free form with information: item number,  existing addressee data  and the new addressee data (name, surname and address), and attaching a copy of the receipt for sending the item.

A new Invitation PS22 with the specified data will be placed in the addressee’s mailbox.

If the sender is a foreign online shop:

 At the moment of receiving a postal item addressee must present a personal identification document and a document showing the connection with the particular postal item (printout from online store with visible item number, payment document, etc.).

Prolongation of the Storage Term of a Postal Item

The addressee shall be entitled to prolong the storage term of an international postal item received at the post office for up to two months as of the day of receipt.

If you are the addressee and you know the tracking number, you can apply for the service at any post office by submitting a completed application (customers, who have entered into an agreement, may apply for the service at the Service Sales Department of “Latvijas Pasts”).

The application must include the following information:

  • The number of the postal item
  • Sender
  • Title of the legal entity (the addressee) and contact information (contact phone number and e-mail)
  • Prolonged term of storage of a postal item

One may submit the filled-in application at any post office. The application is reviewed no later than within three business days.

In case of parcels and small packets, additional fee for the storage of the item at the post office is charged – EUR 0.50 per day (excluding holidays and public holidays). Storage fee is not charged for international small packets, the weight of which does not exceed 500 g.

If you are the sender - you can apply for the service contacting the postal operator of the country of dispatch.

If you are the addressee - you have to contact the sender, and they shall contact the postal operator of the country of dispatch.

The application must include the following information:

  • The number of the postal item
  • Full name or title (in case of a legal entity) and contact information (contact phone number and e-mail) of the sender
  • Sender’s address
  • Full name or title (in case of a legal entity) of the addressee
  • The address of the addressee
