It is planned to change the performance of Ceraukste post office from 01 October 2013, but in Zebrene - from 15 November. The inhabitants of Ceraukste, starting from the above mentioned date, will have an opportunity to receive postal services at Ceraukste of Ceraukste Rural Municipality on working days from 8:00 a.m. till 9:00 a.m., but in Zebrene - at Upites of Zebrene Rural Municipality on working days from 8:00 a.m. till 9:00 a.m. the informative notices on the planned changes are placed at the post offices, as well as will be delivered to each inhabitant of these territories.

The decision on the changes of the form of particular post offices was taken on the basis of the analysis of financial and economic results of the performance of post offices during the long-term period and having established their continuous decline due to the changes of the number of population and purchasing capacity: at Ceraukste post office, on average, there were utmost three transactions processed per day, but at Zebrene - two transactions on average per day. Besides, in most of the cases the used services were not related to the post, but to the additional services offered at the post offices of Latvijas Pasts.

At the places, where the functions of post offices are ensured by postmen there are available all universal postal services. At the places, where the postal services are provided, the inhabitants have an opportunity to mail and receive the domestic and international correspondence (letters, printed materials, small packages, packages etc.), pay the bills for the public services and other bills (Latvenergo, Latvijas gaze, Lattelecom, LMT, Tele2, Bite), make payments to the account of the Post System of Settlements (Pasta norēķinu sistēma) or to the account of a credit institution, subscribe the press, buy stamps and commercial goods.

When receiving the notice on the registered mail to be collected, the residents of the territory, where the postal services are provided by a postman, have an opportunity to receive the mail at the particular post office providing services or at the place where the postal services are provided by the postman, the residents should inform the particular post office on their choice in advance by indicating the date, when they would like to receive the mail. For the extra charge - LVL 2 - the mail will be delivered to the customer’s place of residence. But, if the service Ekstra Pasts is selected, it is possible to receive the goods ordered at the Internet shops also at any of 59 Statoil gas stations in the territory of Latvia; the list of these Statoil gas stations you can find here.

Latvijas Pasts reminds that the customers also have an opportunity to receive several postal services at their place of residence: it is possible to receive the money transfers, pensions, to pay the bills for the public services and other bills, buy goods available at the post office (including phone call packages, household and hygiene goods, and other commercial goods), subscribe the press, mail the postcards and letters, apply for the delivery of consignments home.

The necessity to ensure the maximum efficiency regarding the provision of postal services to the customers, where the level of the density of population is low and the volume of the used postal services - insignificant, and at the same time to stabilize the financial indices of Latvijas Pasts is envisaged also by the business plan of Latvijas Past approved by the Cabinet of Ministers. Therefore in the territories, where the postal services are used fragmentary, thus the expenses of the post office are not covered and the losses are caused to the company, postal services are provided by the local postman. At present such model of the provision of postal services functions already at 59 places in the territory of Latvia, ensuring an opportunity for all the population of Latvia to receive all postal services and individual extra services.

The location of places for the provision of postal services is determined in conformity with the laws and regulations regulating the performance of post and by decision No.47 On the Liabilities of Universal Postal Service taken by the Public Utilities Commission; the decision provides for the quality requirements for the universal postal service, including also the location of the places for the provision of postal services.

The location of post offices is determined, taking into consideration the density of population in each region. In the administrative territory of each local government, where the density of population exceeds 500 residents per square kilometre, Latvijas Pasts has to ensure one general type post office per 20,000 residents, but in the populated area, where the number of population does not exceed 1000 and where the density of population is less than 10 residents per square kilometre - one post office that could be also mobile.

At present Latvijas Pasts maintains in the largest cities of Latvia even eight post offices more than it is determined by the Public Utilities Commission.
