During the emergency situation the fact of item delivery will be registered in smart devices by postal employees

In accordance with Cabinet Order No. 655 Regarding Declaration of the Emergency Situation in the Republic of Latvia, from the 9th of November to the 6th of December 2020 the fact of delivery of the postal items requiring the customer’s signature for receipt will be registered in electronic devices by Latvijas Pasts employees instead of customers: in smartphones by postmen, in mobile terminals by Eksprespasts couriers and in the electronic signature devices of cash register systems by post office operators. This procedure will eliminate the risk that could be created when customers sign in mobile smart devices during the spread of COVID-19
 
According to Paragraph 5.36 of Cabinet Order No. 655 Regarding Declaration of the Emergency Situation, the condition laid down in the laws and regulations in regard to the obligation of the addressee to sign in the date and signature area of the informative notice or on the sensor of the signature capturing device shall not be applicable during the state of emergency if the postal operator, upon using item processing systems which prepare and aggregate the item receipt data, ensures documentary or electronic evidence that the particular item has been delivered.

The conditions of delivery of several types of postal items – registered, insured and express mail items – envisage handing them over to the customer against a signature. This procedure will be maintained also in the state of emergency, delivering the relevant items to the customer in person and observing all the necessary security measures.

However, in order to minimise the risk that could be created when customers sign in electronic devices for receipt of items during the COVID-19 crisis, the fact of delivery during the state of emergency will be recorded by the postal employees. Postmen will register the delivery of such an item in the smartphone, Eksprespasts couriers – in the mobile terminal and post office operators – in the electronic signature device at the cash register system.

This procedure will remain in force until the state of emergency is lifted or until new changes are made. An analogous system was also in place in the Republic of Latvia during the previously declared state of emergency in spring and is in force in several European countries.

Enhanced personal hygiene measures have been put in place for the personnel of the Latvijas Pasts in addition to extra disinfection measures for the equipment. 

If additional restrictions are imposed, Latvijas Pasts will immediately inform you of further actions.
