Latvijas Pasts tariffs for registered and insured cross-border postal parcels approved by PUC enter into force on the 4th of April 2022

From Monday, the 4th of April 2022, the revised Latvijas Pasts tariffs for sending registered and insured cross-border postal parcels approved by the Public Utilities Commission (PUC) enter into force. Although part of the tariffs even after the revision of the principles of cross-border postal parcel tariffs, will be higher than before the 1st of January 2022, a reduction is planned for almost a fifth – 19% – of the tariffs for sending items, just as previously.

In March 2022, PUC approved the revised tariffs of Latvijas Pasts for registered and insured cross-border postal parcels, and the changes are taking effect on the 4th of April. In general, heavier items have become cheaper, while lighter items, which end up costing more in terms of delivery, are now more expensive. Changes in the applicable tariffs have been made for two tariff items: registered and insured cross-border postal parcels. As of the 4th of April, tariffs for registered and insured cross-border postal parcels will change in the range from €1.81 to €16.97, compared to the tariffs valid until the 4th of April, and will depend on each specific group of countries to which the item is addressed.

For each additional kilogram, the price increase will be unchanged according to each group of countries, and the same will apply to insured items as well. For example, in the first group of countries, the new tariff for registered cross-border postal parcels is set at €12.43 per item weighing up to one kilogram, and for insured cross-border postal items it is €12.81 per item of up to one kilogram. Accordingly, the tariff in this group for each additional kilogram will be unchanged – €1.81 – regardless of whether this postal parcel is insured or not. This means that the tariff for registered cross-border postal parcels of up to two kilograms in this group will be €14.24, and for insured items it will be equal to €14.62.

Latvijas Pasts submitted the draft tariffs and the justification of their constituent costs to PUC on the 28th of January 2022. Having assessed the draft tariffs, PUC concluded that the draft tariffs were justified and calculated to the extent that the payments made by users would cover the economically justified costs of the universal postal service (UPS) of Latvijas Pasts and ensure its profitability.

UPS is the minimum aggregate of postal services of a specific quality available for a unified tariff to all users throughout Latvia regardless of their geographical location. The UPS provider is obliged to ensure the delivery of domestic and cross-border letter-post items and postal parcels, as well as the collection, sorting, transport and delivery of subscription press.
