Authorisations for customs clearance of postal items can be submitted via Smart-ID in the Latvijas Pasts app atmuito.pasts.lv

In order to make the customs clearance of postal items faster and more user-friendly also in cases where additional documents and the customer’s authorisation are required to declare the item, starting from February 2023 the authorisation for customs clearance of a specific item can be submitted using the free Smart-ID mobile app in atmuito.pasts.lv, the customs clearance app of Latvijas Pasts.
An authorisation is required in cases where the customer wants to declare a postal item through the intermediary of Latvijas Pasts if the value of the item exceeds EUR 150 or if the content of the item includes excise goods or goods subject to restrictions. From February 2023, the Smart-ID mobile app can also be used to submit authorisations. At the same time, the current authorisation submission procedure for customers who do not use mobile smartphones and the Smart-ID app is also preserved.
The authorisation prepared with Smart-ID will be valid for customs clearance of the specific item. When starting work in the app, in one of the steps the customer is prompted to choose the type of authorisation, where it is also possible to choose authorisation signing with Smart-ID: in this case, the customer is directed to proceed to the signature using Smart-ID PIN codes, similarly to the online bank.
From the 1st of July 2021, an import customs declaration must be submitted in all European Union (EU) Member States for all postal items received from countries outside the EU, and value added tax on the goods must be paid. In order to customs clear items quickly and conveniently, Latvijas Pasts has developed a special customs clearance app. A unique link containing information about the specific item is created for each item to be cleared. The recipient of the item receives a text message or e-mail with the unique link of the item, or a printed invitation with a link and a scannable QR code.
In 2022, customs brokers of Latvijas Pasts cleared 7,734 items on the basis of authorisation.
Smart-ID is a free mobile app that allows you to sign documents easily and conveniently. To use Smart-ID for signing an authorisation, you need a smartphone, mobile internet or wireless internet connection and an account level that meets the Qualified Electronic Signature (QES).
